How to verify a Romanian carrier before assigning a load

Verify the company performing the haul and the specific booking. When the counterparty arranges a subcontracted haul, obtain the actual operator’s details too. A document belonging to another entity does not confirm authorisation of the company making the offer.

• Full legal name, CUI and VAT number where used.
• Contractual counterparty and actual operator.
• Motor vehicle and trailer plates, maximum authorised mass of the vehicle or combination.
• Route, dates, goods description and value.
• Licence, required certified copy, policy wording and endorsements.
• The sender’s email and phone, confirmed through an independent company contact.

CUI, cod unic de identificare, identifies the company for tax purposes. A Romanian VAT number may be shown with the RO prefix. Simply adding RO to CUI does not establish active VAT registration. Obtain the identifiers from documents and verify their link to the company.

Romanian requirements for ordinary goods carriage for hire or reward cover vehicles or combinations over 2.5 tonnes, including domestic carriage in Romania. ARR explains the requirements and exceptions. Use maximum authorised mass, not cargo weight.

The Community licence exemption up to 2.5 tonnes is set out in Article 1(5) of Regulation 1072/2009. A licence does not complete assessment of cabotage or additional requirements for routes outside the EU.

Check tax information by CUI in ANAF and compare the legal name and address with documents. Read the precise status returned by the particular register. Tax registration is not transport authorisation or confirmation of solvency.

Use VIES for EU VAT. Clarify an invalid result rather than assuming the company does not exist. An unavailable service is not confirmation of invalid VAT. The European Commission’s explanation distinguishes these situations.

Resolve differences in legal name, CUI or invoice issuer before accepting the booking. A similar trading name is not a substitute for matching identifiers.

Search the operator by CUI in public ARR, then compare the holder, document category, status and dates with the planned haul. Confirm goods carriage, the appropriate scope and validity throughout the transport period.

An intermediary authorisation does not establish the right to perform the haul itself. An own-account document does not replace the appropriate authorisation for carriage for hire or reward. Check the international scope when required instead of relying only on a company listing.

Unreadable dates or unclear scope require documentation. No result for the correct identifier needs clarification; an unavailable register leaves the check inconclusive. An old scan does not replace checking current status. For detailed register navigation, use our ARR walkthrough.

A message confirming copy validity does not replace linking the vehicle to the actual operator. Compare the vehicle document with the licence and operator CUI, and check its scope. Do not stop at a positive plate search.

If a subcontractor performs the haul, obtain its CUI and verify its authorisations. Request readable documentation linking the vehicle to the operator. For unusual or temporary plates, confirm that the result concerns the right vehicle. An inconclusive search is not a confirmation.

For a combination, the Community licence copy stays in the motor vehicle and covers the combination, including a trailer registered to another entity or in another country. Do not automatically demand a separate Community licence copy for the trailer. See Article 4(4) of Regulation 1072/2009. Assess trailer insurance and documents separately.

AIDA provides validity checks for RCA, compulsory motor insurance. Match the result to the vehicle and date. Valid RCA does not establish the scope of carrier liability cover for damaged or lost goods.

Request the carrier liability policy, wording and endorsements separately. CMR is a convention governing the contract of carriage; the phrase CMR insurance is not a substitute for reading the policy. Do not assume identical cover conditions for every carrier.

ONRC’s Buletinul Procedurilor de Insolvență publishes proceedings information. Check the entity, date, type and stage. Individual services have separate access conditions, including account requirements. A historical entry does not automatically mean proceedings remain open.

Open proceedings may justify stopping a booking under your company’s risk policy. A negative risk assessment is a business assessment, not an automatic finding of a legal ban on carriage. An absence of a located notice is not a guarantee of solvency.

Record the financial reporting year. Negative equity, debt or falling revenue need context; accounts do not show today’s bank balance. Missing information is not zero or a positive financial assessment.

Compare domain spelling and contact details with an independently established company channel. Confirm changes to bank details, plates or operator using a previously verified phone number. A new domain used by an older company may justify a question but does not establish fraud. Domain data does not confirm the sender’s town or match it to the registered office.

Illustrative example, not a finding about a specific company. The company making the offer has matching tax details and the appropriate licence. ARR returns a positive plate result. The contact then says another operator will provide the truck.

Obtain the actual operator’s CUI, check its licence and compare the vehicle copy and insurance. A positive plate result alone does not establish who performs the haul. Record subcontracting arrangements before releasing loading details.

A dated result does not guarantee that circumstances remain unchanged. Recheck relevant items if the vehicle, operator or transport date changes.

• Use mass, route and the nature of carriage to assess requirements.
• Confirm the appropriate licence and required copy cover the haul.
• Link the vehicle document to the operator.
• Check RCA and carrier liability insurance separately.
• Assess BPI, finances and contacts with data dates and limitations in mind.
• Save documents, results and explanations with the booking and check date.
