How to verify a Romanian carrier before assigning a load

Romanian carriers are identified by CUI (cod unic de înregistrare). ANAF confirms tax registration; ARR confirms haulage rights. Western ops often stop after ANAF because the CUI resolves cleanly. That misses the operator licence line entirely.

Run these on booking day and keep a screenshot or PDF in your load file. ANAF and ARR are public and both show a captcha.

Beyond the main steps above, run these additional checks before you commit to the load.

• ANAF by CUI: legal name, address, registration status, VAT payer status.
• Latest filed financial statements: revenue, equity, liabilities, and negative equity as a financial risk signal.
• BPI insolvency bulletin on ONRC myPortal: login required; open insolvency, bankruptcy, or judicial reorganization on the same CUI.
• Active CUI in ANAF does not prove absence of insolvency proceedings.
• ARR operator licence: valid for the operator you contract with.
• International goods transport authorisations when your lane is cross-border.
• ARR vehicle authorisation when plates are supplied.
• VIES active status and name match to ANAF and invoice.
• AIDA RCA (plate): policy active on the vehicle you book.

• CUI: typically 2 to 10 digits; may appear with or without RO prefix on invoices.
• VAT ID: RO prefix plus CUI digits; VIES name must match ANAF legal name.
• Plate formats: county code plus letters and digits; ARR vehicle check needs exact plate.
• Provisional or red plates may return different ARR lines than standard plates.

• That ARR lists an operator licence for road goods transport.
• That the booked truck appears on ARR vehicle authorisation.
• That AIDA RCA is active on the plates you will load.
• That the contact person on email is the ARR operator contact.
• That latest filed financial statements show positive equity or liquidity.
• That BPI shows no open insolvency or restructuring on the CUI.

ANAF shows SC Transport Rapid SRL active VAT payer with negative equity on the latest balance sheet. BPI lists an open judicial reorganization on the same CUI.
