ARR licence check: verify a Romanian carrier by CUI
To check a Romanian transport licence, search the carrier’s CUI in the ARR public register, open the matching operator and read the goods licence and its validity dates. Compare the licence holder with the company on your transport order. When you have the truck plate, use the separate vehicle or certified-copy search as well. Company existence alone is not carrier verification.

How to check the operator in ARR
Keep the transport order and the carrier’s licence document beside you. You need the company’s CUI, its legal name, the route and the transport dates. The truck plate is useful for the next check, but it does not replace the company identifier.
1. Put the company CUI in the operator search
Open the ARR public register. Use the left-hand field labelled Cod Fiscal sau Denumire Operator, meaning tax code or operator name. Enter the CUI from your contracting documents. A Romanian VAT number adds RO to the CUI; use the numeric company identifier for this search. A name search is available when you need to resolve an uncertain identifier.
Complete the security check if the portal requests one and press Cauta, meaning Search. The right-hand form is for a vehicle registration or a certified-copy number. Putting a truck plate in the company field answers the wrong question.
2. Match the result to the company you are hiring
In the result list, Cod Fiscal is the tax code and Denumire Operator de Transport is the operator’s legal name. Judet means county and Localitate means locality. Open the company row and compare its CUI and name with your order, invoice details and licence scan.
A familiar trading name is not enough if the identifier belongs to another legal entity. If a forwarder is arranging the truck, identify the actual carrier as well. An intermediary entry does not establish that the intermediary holds the road-haulage authorisation for the vehicle doing the work.
3. Read the goods licence, not just the first document
Find the licence section in the operator card. Marfuri means goods, persoane means passengers, and transport in cont propriu means own-account transport. A passenger licence or an own-account certificate does not by itself establish permission to perform your ordinary paid goods haul.
For an international goods booking, look for the relevant goods licence, then compare its number with the document the carrier sent. Read both ends of the validity period: de la means from and pana la means until. The planned transport must fit those dates. A future end date alone does not resolve a contradictory status or a different licence holder.
4. Record what the register actually showed
Save the operator result with the CUI and check date. Keep the licence number, type and validity period legible. ARR’s headline totals for all Romanian operators are not the fleet size of the company you opened.
If the page fails or the result is unclear, record that the check is unresolved. For a missing company, check the CUI, search the legal name and ask for the current licence details. An unavailable portal and an explicit result about an operator are different findings.
Checking the truck and its certified copy
Return to the public search and choose Nr. Inmatriculare for the registration plate, or Copie Conforma when you have the certified-copy number. For a standard Romanian plate, the form splits the county, digits and final letters into separate fields. Copy the plate from the booking carefully, including the county code.
Read the returned copy details and validity information. Where the result identifies the operator, compare it with the CUI you checked. The company licence and the vehicle’s copy are related documents, but checking one does not automatically check the other.
Do not require a separate Community-licence copy merely because a trailer has a different plate. Article 4 of Regulation 1072/2009 places the certified copy in the motor vehicle and allows it to cover the coupled combination. A trailer registration or insurance check is a different task.
An example of reading an ARR result
In a public operator card checked on 12 October 2026, ARR displayed a licence for international goods transport for hire or reward, a licence number, a validity period from 5 September 2026 to 4 September 2036, and one goods vehicle. This is a dated reading example, not a recommendation of that company.
For a pickup within that period, the dates fit. You still have to match the licence holder to your contracting entity and check the booked truck. The one-vehicle count does not tell you whether that truck is available, owned rather than leased, or carrying insurance suitable for your cargo.
What to do when the documents do not match
Licensing requirements depend on the operation and vehicle mass. International goods carriage for hire or reward using vehicles or combinations over 2.5 tonnes is generally subject to the Community-licence requirement, with exemptions in Article 1(5) of Regulation 1072/2009. If the carrier claims an exemption, establish its basis rather than treating every missing licence as the same case.

What ARR does not settle
ARR is a transport-authorisation check. It does not establish current company finances, the identity of the person emailing you, or the terms of a carrier liability policy. RCA motor insurance and cover for liability relating to your cargo are separate checks.
