ARR: Romanian transport licence check
ARR is Romania’s road transport licence register (Autoritatea Rutieră Română). Search the operator by CUI on booking day, confirm a valid transport licence for the entity you contract with, and read international goods capacity when your lane crosses borders. When you have plates, also confirm the vehicle copy-of-conformity in ARR. An active CUI in ANAF is not the same as a valid ARR haulage licence.
Key checks before you assign the load
- Search ARR by Romanian CUI on booking day.
- Confirm operator licence status and validity dates.
- Note whether the entity is a transport operator or an intermediary.
- Read international goods licence capacity for cross-border lanes.
- With plates, confirm the vehicle has a valid copy-of-conformity.
- Store the ARR extract with the load file date.
What the check means
ARR publishes road transport operator licences and vehicle copy-of-conformity data. The operator view shows whether the CUI holds a transport licence, licence number and validity, registered vehicles, international goods licence count, and certified copies where listed.
If the CUI is absent from the transport operator register, the same identifier may appear only in the intermediary register. That is a different role from an asset haulier.
Why this check matters
Company existence alone is not carrier verification. A company can exist and still need deeper checks before you assign a load.
- A live ANAF company without ARR operator rights cannot lawfully haul your load as a licensed road carrier.
- Intermediary-only listings need a different commercial treatment than asset carriers.
- Cross-border lanes need international goods capacity, not only a domestic-looking operator line.
- Licence and copy status can change between an old PDF and today’s pickup.
What data can be compared
| What to compare | Compare with | Risk signal |
|---|---|---|
| Operator listing for the CUI | Entity on the contract and invoice | No ARR operator entry |
| Operator versus intermediary | Role you expect on the lane | Intermediary only when you need an asset carrier |
| Licence validity | Pickup date | Expired or inactive licence |
| International goods licence count | Cross-border lane scope | No international capacity on an EU lane |
| Vehicle copy (with plates) | Booked tractor or trailer plates | Missing or invalid copy for the plate |
Limits of the check
- ARR proves operator and vehicle authorisation lines, not RCA insurance (use AIDA with plates).
- ARR does not replace ANAF company status or BPI insolvency checks.
- Provisional plate formats may not support the same vehicle lookup as standard plates.
- A valid operator licence does not prove the driver, payment behaviour, or cargo cover.
Red flags and common mistakes
No ARR operator entry for the CUI
The contracting entity does not appear as a licensed road transport operator. Pause before cargo details go out.
Intermediary listing only
May indicate a broker role rather than an asset haulier. Requires review against how you contract capacity.
Licence expired or inactive
Hard stop until a current ARR line covers the pickup date.
Vehicle copy missing for booked plates
Could be wrong truck assignment or subcontracting without disclosure. Clarify before loading.
How Certica includes ARR
Certica automatically collects and analyses carrier verification data, detects risk signals, and supports your decision before a load is assigned.
Certica pulls the official register as part of carrier verification, together with company, VAT, insurance when plates are provided, and domain checks. You see risk signals before pickup. The PDF is an audit trail.
For Romanian carriers, ARR operator data runs by CUI. Vehicle copy checks run when you supply plates.
- ARR operator status checked with ANAF, VIES, and AIDA in the same verification.
- Official ARR extract attached when the fetch succeeds.
- Works from CUI plus country RO without a separate ARR login.

FAQ
What is ARR in Romanian transport?
ARR (Autoritatea Rutieră Română) runs the public road transport licence registers at licente.arr.ro. Forwarders use it to confirm operator licences and vehicle copies.
How do I check a Romanian transport licence?
Search ARR by CUI on booking day, confirm licence validity for the contracting entity, and for cross-border lanes read international goods capacity. Add plate-based vehicle copy checks when plates are known.
Where is the official ARR licence site?
https://licente.arr.ro/publica for transport operators. Intermediary listings use the ARR intermediary register on the same domain.
Does ANAF replace an ARR licence check?
No. ANAF confirms company and tax registration. ARR confirms road haulage rights. You need both before you assign a load.
