Match email and domain on booking day. Serbia is outside the EU, so VIES does not apply. An active PIB is not the same as a valid eITP haulage licence. Pause on any mismatch before pickup details.

Serbian carrier verification runs across Poreska PIB for the taxpayer and matični broj, APR for company status, PURS PDV for Serbian VAT, and MGSI eITP for freight licence rights. Ops often stop after a live PIB name match. That misses eITP haulage rights entirely. Serbia is outside VIES, and the current flow has no public MTPL bureau check.

How to check the main registers step by step

Run these on booking day and keep a screenshot or PDF in your load file.

Step 1: check the taxpayer in Poreska PIB and read the matični broj

Open Serbian tax register (PIB) and search by the 9-digit PIB from the invoice or rate email. The form uses a drag slider before submit.

The result shows taxpayer name, status, and matični broj (MB, 8 digits). Write down that MB. APR and MGSI eITP need it.

Compare the taxpayer name against the invoice and contract entity before you move on.

Step 2: check the company in APR by matični broj

Open https://pretraga.apr.gov.rs and search by the 8-digit matični broj from Poreska. APR company data is keyed by MB, not by PIB alone.

Read business name, status, legal form, seat, and activity when shown. Compare the legal name with Poreska and the contract.

An active PIB without a matching APR company row for that MB is a reason to pause.

Step 3: check the freight licence in MGSI eITP by matični broj

Open MGSI eITP public freight register (freight / Teretni area). The ministry page at MGSI road transport ministry page points to the same public register.

Search Prevoznici by matični broj, not by PIB alone. Confirm a freight transport licence and LOZP manager certificate when shown. Match licence scope to your lane.

An active tax registration with no eITP freight carrier listing is a reason to pause before cargo details go out.

What else to look for in the remaining registers

Beyond the main steps above, run these additional checks before you commit to the load.

Poreska PIB by 9-digit PIB: taxpayer name, status, MB.
APR by MB: legal name, status, seat, activity code when published.
MGSI eITP Prevoznici by MB: freight carrier listing and transport licence.
LOZP manager certificate when your process requires a named manager.
With plates: eITP Vozila check that the truck sits in the licensed freight fleet.
PURS PDV register for the same PIB: active Serbian VAT (PDV) status.
VIES does not apply to Serbian PIB: Serbia is outside the EU.
Current Serbian verification flow has no public MTPL bureau check equivalent to UFG.
Do not treat UOS Infocenter as an active MTPL status check. Ask for insurance documents separately when cover matters.

Serbian identifiers on invoices and rate emails

PIB: 9 digits; tax ID used on invoices and in Poreska / PURS PDV.
Matični broj (MB): 8 digits; primary company key in APR and MGSI eITP search.
Resolve MB from Poreska PIB before you search eITP. PIB alone is not a reliable eITP carrier key.
Plates: Latin letters and digits; eITP vehicle search needs the exact plate string.

What Poreska PIB alone does not prove

That MGSI eITP lists a current freight transport licence for the operator you contract with.
That APR shows the same legal name and active company status for that MB.
That PURS PDV shows active Serbian VAT for the invoice PIB.
That the booking email belongs to a representative published in APR.

Example mismatch on Serbian lanes

Poreska shows Prevoz Beograd DOO active with MB matching the invoice. APR is active. MGSI eITP returns no freight carrier listing for that matični broj. The carrier emails a licence PDF from last year. The risk is not a fake company, it is a company without current haulage rights. Ops should pause before warehouse address and cargo value.

Documents to request from the carrier

Serbian carriers often send undated tax screenshots and eITP extracts without the matični broj in the header. Ask for live register prints dated to booking day, and plates when you need the eITP vehicle check.

Poreska PIB printout with PIB, MB, and status dated to booking.

Serbian impersonation cases often reuse a real PIB entity but switch to a .rs domain registered after a management change. Compare domain registration data (RDAP/WHOIS) with the APR seat city, not only the rate thread.

Domain age versus company founding or registration date from APR.
Booking email domain aligns with company website and APR seat.
Avoid trusting only a mobile number not tied to registry data.
Compare contact name with representatives where APR shows them.

Limits of a Serbian carrier check

Poreska, APR, PURS PDV, and MGSI eITP are separate sources. VIES does not cover Serbia. There is no public MTPL bureau wired in the current Serbian flow. A manual Friday pass across four portals is where teams skip email checks under load-board pressure.

MGSI eITP does not replace Poreska or APR company checks.
Serbia is outside VIES. Use PURS PDV for Serbian VAT status.
